The Central Illinois Continuum of Care works with our broader community and Continuum members to address our local homelessness crisis by partnering with multiple agencies that share our goals. This work aids our neighbors through a variety of programs tailored to individuals’ specific needs.
Veterans Assistance
The U.S Department of Veteran Affairs (VA) in one form or another provides most of the assistance for Veterans who are currently experiencing homelessness. This supplements all work funded by ESG and CoC.

Supportive Services for Veteran Families (SSVF)
The Salvation Army provides financial and support services to Veterans and Veteran families through the Supportive Services for Veteran Families (SSVF) Program.
SSVF is a housing-stability-focused service-delivery program for very low-income Veteran families throughout Central Illinois. This program serves Veteran families who are homeless or are at imminent risk of homelessness.
The goal is to stabilize these families in housing, while providing ongoing support as needed to sustain independent living.
You May Qualify If…
You or your spouse is a Veteran,
You have a very low income that does not exceed 50% of the area median income, and
Your housing status is in one of the following:
a) You are facing eviction or possible homelessness
b) You are currently homeless.
Time and amount-limited rental assistance
Time and amount-limited utility assistance
Amount-limited moving costs
Amount-limited emergency supplies
Transportation assistance
Information and referrals to other community resources
Services The Salvation Army may offer include:
Case Management Services
Assistance obtaining VA benefits
Assistance in obtaining public benefits
Assistance in securing permanent housing
Rental deposits
Utility deposits

GPD Bridge (Grant Per Diem) Program
The Grant Per Diem (GPD) Bridge Program provides transitional housing services to Veterans who are currently homeless or at risk of becoming homeless. Veterans are temporarily housed in individual units and apartments while receiving tailored services to secure permanent housing. Wraparound case management, community referrals, and employment assistance while enrolled, and optional continued case management services after exiting, help ensure that Veterans remain housed. Services are available for male, female, and Veteran families. Transitional housing units are available in Bloomington, Peoria, and Rantoul.
GPD TIP (Transition in Place) Program
The Transition in Place (TIP) housing model offers Veteran residents transitional housing in local community apartments leased in The Salvation Army's name. The eventual goal for Veterans in TIP is to assume the unit's lease after they stabilize and no longer need support. This leaves the Veteran in place and not forced to find other housing while still stabilizing from the preceding period of homelessness. It is expected that Veterans will receive weekly services for approximately 6 to 9 months before assuming permanent occupancy of the unit.
