What is the Central Illinois
Continuum of Care?

A Continuum of Care (CoC) is a system set up by the U.S. Department of Housing and Urban Development (HUD) that allows providers in a geographic space to collaborate to end homelessness.

The Central Illinois Continuum of Care (CICoC) is a multi-county effort to end homelessness in the Central Illinois Area. We bring together local nonprofits, government agencies, housing developers, healthcare providers, and people with lived experience to coordinate support, housing, and services for those experiencing homelessness.

Our Mission

The mission of the Central Illinois Continuum of Care is to work in partnership to build a comprehensive service delivery system that leads individuals and families from homelessness to self-sufficiency.

The vision of the Continuum of Care members is to create a seamless, comprehensive system of services that:

  • Prevents homelessness

  • Supports the emergency as well as ongoing supportive housing needs of the homeless

  • Provides the tools necessary to sustain independence

  • Leads to permanent self-sufficiency, thereby ending homelessness

Ending Homelessness in Central Illinois

We are a diverse group of people across a large swath of geographic space. Our continuum, one which is largely rural, has 11 counties in it, including DeWitt, Ford, Iroquois, Kankakee, Livingston, Logan, Mason, McLean, Menard, Piatt, and Vermillion.

Above all, our goal is to reduce and end homelessness. To accomplish that, we plan to meet regularly as a group to discuss any and all issues in our local area pertaining to the provision of services that help people experiencing homelessness. This means looking at gaps in services as well as common barriers to receiving assistance. Look in the About page for more information on meeting times.

Award Recipients

The CoC Program funding is a competitive federal resource designed to support a Homeless Response System to end homelessness and prevent homelessness. The CoC seeks eligible renewal and new project proposals that collectively serve the homeless crisis in the region. Applicants must review the FY2025 CoC Program NOFO released by the US Department of Housing and Urban Development to determine eligibility.

This funding allocation helps advance the region’s efforts to end homelessness. Projects should identify their internal strategies that help improve the system performance metrics. Fidelity to system strategies will help the whole system’s effectiveness and efficiency.

The projects funded through these resources help the system move, meaning people are getting connected to housing and services they need to resolve the housing crisis and connect to permanent housing.
